Compare quotes on roof area, not house size. A roof is usually 10 to 20 percent bigger than the floor it covers, and more on a steep one, so check that each roofer measured roughly the same area; a quote that looks cheap sometimes just counts less roof. Then look at decking. Nobody knows how much is rotten until the old roof is off, so a fair quote gives a price per sheet rather than “as needed”.

Why two Jacksonville quotes for the same roof don’t match

Start with the year your house was built. If it was before the Florida Building Code took effect on March 1, 2002, a reroof has to include re-nailing the roof deck and a secondary water barrier. In a wind-borne debris region, a home valued at $300,000 or more must also put up to 15% of the reroof cost into stronger roof-to-wall connections. One Jacksonville roofer may have priced all of that and another none of it, so ask each one, in writing, which of these items the price includes. Then the year the roof was last replaced. A roof done under the 2007 code or later is exempt from the old 25% rule, so a repair to part of it doesn’t force a whole new roof. If a roofer recommends full replacement after damage to one section of a newer roof, ask why.

Jacksonville’s local historic districts, including Riverside-Avondale and Springfield, add a step for exterior work. According to the city’s Certificate of Appropriateness process, most work is approved by staff in the Historic Preservation Section, and bigger changes go to the Historic Preservation Commission. The Riverside-Avondale design guidelines say routine maintenance doesn’t need review, and that a feature too far gone to repair must be replaced with one that matches the old in design, color and texture.

A like-for-like shingle reroof is usually the easy case, and a switch to metal or tile is where review gets real. Call the Historic Preservation Section on (904) 255-7800 before you sign, and ask each roofer whether they’ve handled a historic district job before.

Ask your insurer, too, how a metal roof would be recorded on your wind mitigation form, so you know what it does to your premium before you pay for it.

Permits and insurance claims in Jacksonville

Your roofer should pull the building permit. For most of Duval County, that’s the City of Jacksonville’s Building Inspection Division at 214 North Hogan Street, which requires every permit application to go in online through JaxEPICS and answers questions on (904) 255-8500. Jacksonville Beach, Atlantic Beach, Neptune Beach and Baldwin have their own building departments, so a quote for a house there should name that city’s permit. Ask for the permit number and check it yourself before work starts.

If insurance is paying, three Florida rules apply. Notice of a claim has to reach your insurer within one year of the date of loss. On a policy issued on or after January 1, 2023, you can’t sign your benefits over to a roofer. And a roofer can’t interpret your policy for you unless they’re a licensed public adjuster.
