Measure quotes against roof area, not house size. A roof is usually 10 to 20 percent bigger than the floor it covers, and more on a steep one. When the quotes arrive, check that each roofer measured roughly the same area; a quote that looks cheap sometimes just counts less roof. Then check the decking: nobody knows how much is rotten until the old roof is off, so a fair quote gives a price per sheet rather than “as needed”.

Why two Tampa quotes for the same roof don’t match

Start with the year your house was built. If it was before the Florida Building Code took effect on March 1, 2002, a reroof has to include re-nailing the roof deck and a secondary water barrier, and in a wind-borne debris region a home valued at $300,000 or more must also put up to 15% of the cost into stronger roof-to-wall connections. One roofer may have priced all of that and another none of it. Ask each one, in writing, which of these items their price includes. You can check whether your address is in a wind-borne debris region on the University of Florida’s wind speed and debris region maps.

Then the year the roof was last replaced. A roof done under the 2007 code or later is exempt from the old 25% rule, so a repair to part of it doesn’t force a whole new roof. If a roofer recommends full replacement after damage to one section of a newer roof, ask why.

Tampa has one more thing to check. If your house is in one of the city’s local historic districts, such as Seminole Heights, replacing the roof needs a Certificate of Appropriateness before work starts. Under the Seminole Heights design guidelines, staff can approve a like-for-like replacement, but a change of material goes to review, which matters if you’re pricing metal to replace shingles. Ask roofers whether they’ve handled historic district permits before. Other cities run this differently; in two of Orlando’s historic districts, for example, re-roofing with matching materials is a minor review.
